DISABLED WELFARE

Departmental Activities :

Pre-Matric Scholarships:

  • The Differently Abled students studying 1st to 10th Classes and whose parents / guardians income is less than Rs.1,00,000/- per annum are being sanctioned scholarships as per the rates mentioned below.

Post–Matric Scholarships and Reimbursement of Tuition Fees:

  • The Differently Abled students pertaining to O.C Community whose annual income is less than Rs.1,00,000/- are being sanctioned Post Matric Scholarships (MTF) on par with Social Welfare Department through Epass system, and the rates are mentioned below.  The Scholarships to SC, ST, BC and Minority Students are being sanctioned by the respective departments.

R.Scholarships:

  • The Mentally Retarded Children who are admitted into special schools meant for them and whose parents/ Guardians income is less than Rs.1,00,000/- p.a are being sanctioned scholarships @ Rs.1000/- p.a per head. This scheme is confined to the mentally retarded children only who are admitted into the Special Schools run by N.G.Os which do not get grant-in-aid from Government of India / State Govt etc.

Economic Rehabilitation (Subsidy Scheme) :

The Differently Abled Persons whose family income is  below Rs.1,00,000/- p.a, are being sanctioned 50% subsidy i.e maximum component of Rs.1,00,000/- matching with the Bank Loan under ISB sector under the Annual Credit Plan for eking-out their livelihood for starting Self Employment Schemes.  Presently from this year the application system is also in the APOBMMS (www.apobmms[dot]cgg[dot]gov[dot]in) Website through online.

Marriage Incentive Awards:

  • The Scheme is meant for encouraging marriages between disabled and normal persons and under the scheme a cash incentive award of 1,50,000/- w.e.f 02.04.2020. The eligible Differently Ableds Persons have to apply the Marriage Incentive Award through YSR Pelli Kaanuka (ysrpk.ap.gov.in) website and for marriages performed between differently abled and normal persons and both differently abled persons also before 15 days of the marriage and submit applications to Kalyan Mitras at Mandal Parishad Offices concerned.

Government Hostels:

  • There are two Hostels functioning in Kakinada Town one for Deaf Boys with an intake capacity of 150 Strength and another for Deaf Girls 50 strength, located at Sambhamurthy Nagar, Kakinada, in government own buildings. The Deaf Students are studying in the Govt. High School for Deaf run by the Education Department. Diet, Cosmetic Charges, Uniforms and other facilities are being provided on par with other welfare departments on free of cost whose parental / guardians income below poverty line.

Government Home for the Blind:

  • This Department is maintaining Home for the Blind at Kakinada with a sanctioned strength of 100 (50 Male and 50 Female). The inmates of the Home are being provided free boarding and lodging and other facilities.

Aids & Appliances:

  • Andhra Pradesh Differently Abled & Senior Citizens Assistance Corporation is being provided Aids & Appliances like Tricycles, Wheel Chairs, Crutches, Hearing Aids, Calipers, Artificial Limbs, Walking Sticks to VH, Daisy Players, Laptops, Touch Phones, Braille Slates etc., to the beneficiaries whose family income is below Rs.1,00,000/- per annum. All the beneficiaries have to apply through online i.e. apdascac[dot]com website for getting Aids and appliances.

Special Recruitment Drive:

  • There is reservation of 4% jobs in direct recruitment for persons with disabilities as 1:1:1:1 in respect of Visually Handicapped, Hearing Handicapped, Orthopedically Handicapped and Intellectual Disability / Specific Learning Disability / Mental Illness / Multiple Disability / Autism Spectrum Disorder

Nasha Mukt Bharat Campaign:

  • The Ministry of Social Justice and Empowerment, Govt. of India has embarked on Nasha Mukt Bharat Campaign under the National Action Plan for Drug Demand Reduction (NAPDDR) undertaking comprehensive and multipronged effort in 272 Vulnerable districts in the country, the District covered from AP – Konaseema

Drug De Addiction Centres:

  • The Andhra Pradesh is committed to ‘Ban the use of Alcohol in phased manner for prevention of alcohol use i.e., “MADYAPANA NISHEDAM” is one of the “NAVARATHNAS” agenda of the Government and also addressed the menace of drug alcohol addiction in the state through Department  of Welfare of Differently Abled, Transgender and Senior Citizens and will work in partnership with Tribal Welfare, SERP, School Education, Higher Education Departments, Madya Vimochana Prachara Committee, Jana Vignana Vedika and other NGOs working for implementing the plan for Drug Abuse Prevention and Drug Demand Reduction as sharing of the experiences by the persons who have come out of addiction will be convincing, members of the Alcohol Anonymous will be actively involved in these programs and to create awareness in young adults and children. In this programme . Drug De Addiction Centres have been sanctioned by the State Govt. in this district i.e.Area Hospital, Amalapuram.

Transgender Policy :

  • Government of India, Ministry of Social Justice and Empowerment, New Delhi implemented Act for the Transgender Persons Welfare through (Protection of Rights) Rules 2020 to enable the provisions of the Transgender Person’s Protection of Rights Act, 2020. Clause 3 and 4 of the Rules specify the provision for application for issue of Certificate of Identity under Section 6 or 7 and procedure for issue of certificate of identity and ID card respectively to the Transgender persons. The District Magistrate is authorized to issue such Certificate of Identity to the Transgender persons on receipt of application.

Non-Government Organizations:

  • In East Godavari District totally  23 Non- Government Organizations are working for the welfare of disabled children and 15 Non Government Organizations are working for Senior Citizens. Out of that 7 Non-Governmental Organizations in Differently Abled Children sector and 3 Non-Government Organizations in Senior Citizens sector are getting Grant –In- Aid from Government of India.  The remaining Non- Government Organizations are not getting Grant –In- Aid and running by their own funds and donations.

  • Deendayal Disabled Rehabilitation Scheme (DDRS) – 7 NGOs
  • Integrated Programme for Older Persons – (IPOP) – 3 NGOs
  • Half way Home – 1 NGO i.e. Uma Educational & Technical Society, Kakinada (Fresh proposal)
  • District Disability Rehabilitation Centre (DDRC)
